From my personal experience In distance education, students as young as 14 and as old as 60 frequently enroll in NIOS.
Students who are older than 30 years need to select a public exam instead of On Demand, because they are usually working professionals, homemakers, or business owners. They have little time to study.

How NIOS conducts it’s exam
NIOS exams are conducted across the country. Their mode of paper is the same as compared to other educational boards, practicals are conducted at your selected centre and theory in other centres.
Practical papers typically begin in March for the April session and September for the October session.
Most NIOS exams are conducted in Kendriya Vidyalaya.
